This page collects the published figures that actually change a closet, pantry or garage storage project in Sarasota County, and it cites where each one came from. Three things drive most of the decisions here: a Florida statute that changed on July 1, 2026 and moved the permit line, a climate that drops 49.05 inches of rain a year on the county, and a housing stock in which fewer than half of all parcels carry a homestead exemption. Every number below was taken from a government or agency source and can be checked at the link.

What does Florida's new $7,500 permit exemption actually cover?

CS/CS/HB 803, titled Building Permits and Inspections, was approved by the Governor on May 6, 2026 and enacted as Chapter 2026-63, Laws of Florida, with an effective date of July 1, 2026. It amends section 553.79, Florida Statutes, to exempt work valued at less than $7,500 on the owner's property from the building permit requirement. That threshold covers a large share of ordinary interior carpentry, including reach-in conversions, pantry systems and laundry cabinetry, but the exemption is meaningfully narrower than the headline number suggests.

The carve-outs decide most real projects. The exemption does not apply to electrical, plumbing, structural, mechanical or gas work, so a closet that adds a lighting circuit or an outlet falls outside it. It does not apply to work on a property that is partially or entirely located in a flood hazard area, which removes a great deal of the barrier-island and coastal stock. The owner or contractor has to submit a written request for exemption to the local enforcement agency along with a copy of the contract or other documentation demonstrating the nature and value of the work. And a construction project may not be divided into more than one project for the purpose of evading the requirement.

Local implementation still varies, because the exemption changes when a permit is required rather than who issues one. Sarasota County's building division states that specific types of work less than $7,500 on single-family homes may be exempt from permitting, but that there are specific requirements and steps to qualify. Inside a city limit the desk changes entirely. The City of Venice runs its own building division, no longer accepts paper applications, and requires a contractor to hold a valid certified, registered or specialty contractor license before registering with the city to contract. The Town of Longboat Key issues its own permits, enforces FEMA standards to guarantee National Flood Insurance Program membership, and requires every application to be signed by the license qualifier and notarized.

What did the same law change for homeowner associations?

The bill also reached section 720.3035, Florida Statutes, the architectural control provision governing deed-restricted communities. Under the change, an association or its architectural committee may not require a parcel owner to obtain a government-issued building permit before the association reviews proposed construction. That removes a genuine ordering problem in master-planned communities such as Lakewood Ranch, where an owner could be told to produce a permit first while the permit office had nothing to issue a permit against until the association had approved a plan.

The underlying statute already limited how far inside a house an association can reach. Section 720.3035(1)(b)1 provides that an association may not enforce or adopt a covenant, rule or guideline that limits or places requirements on the interior of a structure that is not visible from the parcel's frontage or an adjacent parcel, an adjacent common area, or a community golf course. Section 720.3035(1)(a) grants review authority over the location, size, type or appearance of a structure only to the extent that authority is specifically stated or reasonably inferred in the declaration of covenants, and requires the association to apply and enforce that standard reasonably and equitably on all parcel owners.

What is Sarasota County's housing stock actually made of?

The Sarasota County Property Appraiser's 2025 Annual Report counts 304,922 real property parcels and 22,735 tangible personal property accounts, 327,657 in total, carrying $109,890,797,512 in taxable value, a 5.87 percent increase over the prior year. Homestead exemptions were granted on 138,488 parcels, which the report describes as 45 percent of parcels in Sarasota County enjoying that benefit. The residential mix below is the part that bears directly on storage work, because a single-family parcel and a condominium parcel are different design problems and the county holds a great many of each.

How humid does it get here, month by month?

NOAA's National Centers for Environmental Information publishes 1991 to 2020 climate normals for station USW00012871, Sarasota-Bradenton International Airport. Normal annual average temperature is 74.1 degrees Fahrenheit and normal annual precipitation is 49.05 inches. The distribution is what matters for a house that gets closed up. Adding the four monthly normals for June through September gives 29.55 inches, well over half the annual total in one third of the year, and August alone normalizes 9.11 inches at an average temperature of 83.4 degrees. Those are precisely the months when a seasonal home is least likely to have anyone in it.

Do the towns around Sarasota look the same on paper?

They do not, and the gaps are wide enough to change a design brief before a tape measure comes out. Census QuickFacts puts 38.8 percent of Sarasota County residents at 65 or older, against a countywide owner-occupancy rate of 76.7 percent and a median owner-occupied home value of $411,800. Inside that county average sit places as different as Longboat Key, where 68.4 percent of residents are 65 or over and the median value is $1,022,100, and Palmetto in neighboring Manatee County, where the median value is $313,400 and the median household income is $62,621.

Age skew drives ergonomics: rod heights, drawers versus fixed shelf, and whether reaching anything requires a step. Value and household income drive material and finish level. Owner-occupancy predicts whether a project is a long-term build or a turnover specification. Lakewood Ranch is the outlier at the young end, with 30.8 percent of residents 65 or over and 16.0 percent under 18, which is why family storage such as sports gear, school bags and a laundry room that has to work every day shows up there and almost never on the key.

NOAA's 1991 to 2020 normals for Sarasota-Bradenton put annual precipitation at 49.05 inches and annual average temperature at 74.1 degrees, with 9.11 inches falling in August alone at an 83.4 degree average. In a county where the Property Appraiser recorded homestead exemptions on about 45 percent of parcels, a large share of houses sit closed through exactly those months. Edge banding, ventilated shelving and clearance behind a run are responses to those published figures rather than matters of preference.
