The rule governing remodeling here is not a city ordinance, because Lakewood Ranch is unincorporated. It is a stack of covenants instead. The Lakewood Ranch Stewardship District was established on June 14, 2005 by the Florida Legislature and encompasses 23,055 acres within Manatee and Sarasota counties, working alongside five community development districts and an Inter-District Authority created to operate Town Hall. On top of that sits a neighborhood association with an architectural review committee. Owners assume that committee has to bless a closet before anything happens. Florida Statute 720.3035 says otherwise, and a 2026 amendment to the same statute narrowed what an association may demand before it will review anything at all.
Two Counties, Five Districts, and the Statute That Keeps the ARC Out of Your Closet
Section 720.3035(1)(b)1, Florida Statutes, provides that an association may not enforce or adopt a covenant, rule or guideline that limits or places requirements on the interior of a structure that is not visible from the parcel's frontage or an adjacent parcel, an adjacent common area, or a community golf course. A closet, pantry or laundry cabinet inside a Lakewood Ranch village clears that bar comfortably. The association still controls what the front of the house looks like, because 720.3035(1)(a) grants review authority over the location, size, type or appearance of a structure to the extent the declaration of covenants states or reasonably infers it, and requires the association to apply that standard reasonably and equitably to every owner. So a garage cabinet system is one thing and the garage door it sits behind is another. Sorting out which side of that line a project falls on before material is ordered saves weeks.
The county line is the other thing to settle early. Lakewood Ranch straddles Manatee and Sarasota counties, which means two building departments, two fee schedules and two sets of inspectors depending on which village an address sits in. Since July 1, 2026, Florida has exempted certain residential work valued at less than $7,500 from the state permitting requirement, but the exemption does not cover electrical, plumbing, structural, mechanical or gas work, and a project may not be divided into more than one project to slip under the number. Most closet and pantry installations are non-structural carpentry and land on the exempt side. The moment a design adds a circuit for cabinet lighting or an outlet for a steamer, it does not. Census figures put the Lakewood Ranch median owner-occupied value at $678,200 and median household income at $122,925, so scope creep is common here, and scope creep is exactly what pushes a job back over the line.
